Job Description:
COOPI is seeking a dedicated Accountability Officer to serve as the ethical compass of our humanitarian interventions in Nigeria. In complex aid environments, the integrity of a program is measured by its transparency and its responsiveness to those it serves. This role is designed for a "Humanitarian Ombudsman", someone with 3+ years of experience who can establish trust-based systems that empower beneficiaries to voice their concerns, influence programming, and hold the organization to the highest international standards.
Your mission is to ensure that "Beneficiary Voice" is not just heard, but integrated into the heart of the Project Cycle. You will be responsible for the entire accountability lifecycle: from designing confidential Complaints and Response Mechanisms (CRM) to analyzing feedback trends that drive clinical and operational improvements. If you possess a rigorous commitment to HAP standards and the neutrality to handle sensitive data in conflict/post-conflict contexts, we want you in our Abuja coordination office.
Requirements:
1. Feedback Architecture & CRM Management
Mechanism Design: Lead the establishment of a robust Complaints and Feedback Mechanism (CFM) in each project location, ensuring high levels of integrity, confidentiality, and beneficiary trust.
Database Stewardship: Maintain and update the CFM database, serving as the primary point of contact for complaints from beneficiaries, staff, and external stakeholders.
Closing the Loop: Ensure that every piece of feedback is routinely recorded, reviewed, and responded to within a reasonable timeframe, in line with established guidelines.
2. Analytical Reporting & Program Strengthening
Trend Analysis: Identify patterns in complaints and feedback to produce periodic reports that allow project managers to proactively adjust and strengthen programming.
Mainstreaming AAP: Provide technical assistance to ensure that the PUI accountability framework is integrated throughout the project cycle (Design, Implementation, and M&E).
Capitalization of Lessons: Formulate accountability findings and recommendations to be integrated into future planning and reporting efforts.
3. Capacity Building & Protection Integration
Team Sensitization: Build the capacity of project staff on Protection and Accountability to Affected Populations (AAP) issues, translating abstract standards into concrete field actions.
PSEA Advocacy: Lead awareness-raising efforts for both staff and the affected population on the Prevention of Sexual Exploitation and Abuse (PSEA).
Community Engagement: Proactively inform communities of their rights to be consulted, provide feedback, and understand the procedures for raising concerns.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s Degree in Statistics, Information Management, Social Sciences, or a related field.
Experience: Minimum of 3 years with INGOs, NGOs, or Government Agencies in MEAL (Monitoring, Evaluation, Accountability, and Learning).
Linguistic Mastery: Mandatory fluency in English and Hausa (Speaking, Reading, and Writing).
Technical Toolkit: Competence in database software; experience with SPSS, STATA, or Power-BI is highly desirable.
