Job Description:

We are seeking a structurally elite and ethically rigorous Finance Manager to anchor the fiscal immune system and compliance engine of our organization. In a complex humanitarian landscape where institutional momentum is dictated by the velocity of the relief-relay and the precision of the donor-filter success is defined by "Fiscal Sovereignty" the ability to harmonize complex multi-donor regulatory frameworks with the clinical precision required for Project Account Accuracy, Audit Readiness, and Risk Mitigation. This role is designed as a "Humanitarian Fiscal Launchpad" a critical mission for an expert manager who can blend "Financial Grit" (mastering the complexities of audit-ready reporting and expenditure forecasts) with the "Strategic Agility" required to execute High-Fidelity Donor Stewardship.

Requirements:

1. Orchestration & Donor Governance

  • Sovereignty of the Ledger: Verify the accuracy of project accounts and expenditure forecasts, acting as the primary "Source of Fiscal Throughput."

  • Reporting Architecture: Ensure the completeness and accuracy of interim/final financial reports, providing the "Structural Foundation" for donor compliance.

  • Integrity Stewardship: Establish and maintain robust internal control systems, ensuring the "Source of Institutional Trust" is elite and uncompromised.

2. Tactical Resilience & Risk Logic

  • Risk Sovereignty: Identify financial risks and implement mitigation strategies (including anti-fraud measures), acting as the primary "Source of Asset Protection."

  • Audit Architecture: Work closely with the Audit Manager to support internal/external audits, providing the "Functional Foundation" for timely audit-finding closure.

  • Collaborative Stewardship: Work cross-functionally with program, logistics, and HR teams, maintaining the "Source of Operational Continuity."

3. Ethical Integrity & Performance Power

  • Humanitarian Sovereignty: Promote the zero-tolerance corruption policy and ensure adherence to the Code of Ethics (CEDAW/UNCRC), acting as the primary "Source of Organizational Values."

  • Process Architecture: Utilize Financial-Reporting Toolkits to track proposal development and budget realignments, providing the "Relational Foundation" for accurate budgetary intelligence.

  • Velocity Logic: Utilize Humanitarian-Finance expertise to accelerate the "Expenditure-to-Reporting" cycle, maximizing the "Source of Relief-Effort Momentum."

Qualifications and Skills:

Professional Profile

  • Education: Bachelor’s degree in Finance, Accounting, or related fields.

  • Professional Sovereignty: ACCA, ICAN, or CPA certification is strongly preferred.

  • Experience: Minimum of 5 years of financial management experience, ideally with humanitarian NGOs managing donor-funded projects in emergency contexts.

  • Technical Power: Advanced Microsoft Excel proficiency and deep familiarity with donor-regulatory frameworks.

  • Aptitude: Exceptional analytical skills, the ability to work under high stress, and the capacity to prioritize tasks with minimal supervision.

  • Mindset: High-integrity, patient, adaptive, and committed to humanitarian diversity and the dignity of beneficiaries.
