FIBRE PLANNER AT WIOCC NIGERIA LIMITED | FIBRE PLANNER JOBS IN LAGOS

Lagos, Nigeria | Posted on 05/02/2026

About Company:

WIOCC is the leading player in the deployment of carrier-scale, future-proofed network infrastructure into Africa. We have the flexibility and scale to meet the ever-growing demand for reliable, high-speed capacity throughout Africa, driven by end consumers, enterprise users and the ecosystem that supports them. Our policy of continual investment in our network to create Africa’s first, truly hyperscale network infrastructure means ongoing investment for growth, ensuring our readiness to meet the future data volume demands of end users throughout Africa.

Job Description:

We are seeking a high-caliber Lead Fibre Network Planner to serve as the Level 3 technical authority for our access, metro, and core fibre infrastructure. This is a mission-critical role designed for a specialist who can engineer scalable, resilient, and commercially efficient optical networks.

You will be responsible for the end-to-end design lifecycle—from architecting High-Level Designs (HLDs) that align with strategic business goals to producing build-ready Low-Level Designs (LLDs) that guide our field teams. If you possess a "detective’s eye" for route optimization, a deep understanding of transmission platforms like DWDM and OTN, and the leadership to drive design governance, we invite you to shape the backbone of our digital future.

Requirements:

1. Advanced Network Architecture & Design

  • Design Lifecycle Management: Architect HLDs for strategic expansions and translate them into detailed, build-ready LLDs, including splice plans, fibre allocations, and Bills of Quantities (BoQs).

  • Infrastructure Optimization: Plan new access, metro, and core routes (ducts, spurs, PoP entries, and FTTx) while maximizing the reuse of existing assets to minimize deployment costs.

  • Technical Standards: Define and maintain rigorous standards for fibre types, ducting, jointing, and protection methods to ensure long-term resilience and redundancy.

2. Technical Assurance & Network Intelligence

  • Validation & Performance: Interpret OTDR and OLTS test results to validate performance against optical link budgets and international standards.

  • Data Integrity: Act as the custodian of network records, ensuring all infrastructure assets are accurately reflected in OSS/BSS platforms (e.g., NetSuite) and GIS tools like QGIS.

  • Quality Assurance: Perform technical audits and peer reviews of HLDs/LLDs to mitigate technical risks and ensure compliance with design governance.

3. Delivery Support & Stakeholder Synergy

  • Field Liaison: Collaborate with Project Managers and contractors to ensure designs are understood and executed with precision during the implementation lifecycle.

  • Feasibility & Wayleaves: Support the identification of rights-of-way and provide technical input for feasibility studies, identifying regulatory and physical risks before deployment.

  • Cross-Functional Leadership: Serve as the technical bridge between Engineering, Field Services, Sales, and Capacity Planning to support commercial opportunities.

Qualifications and Skills:

Professional Profile

  • Education: Bachelor’s degree in Telecommunications, Electrical Engineering, or Network Engineering (or equivalent professional experience).

  • Fibre Expertise: Minimum of 3 years in telecoms, with at least 2 years specialized in fibre planning and real-world network deployment.

  • Transmission Knowledge: Proficiency in DWDM (10G to 100G+), OTN, and platforms such as Alcatel, ADVA, Ciena, Infinera, or Tejas.

  • Software Tooling: Expert proficiency in Google Earth, QGIS, and OSS/BSS management systems.

Core Competencies

  • Analytical Precision: Strong ability to interpret complex geospatial data and optical test results.

  • Strategic Problem-Solving: Ability to navigate regulatory constraints and physical route obstacles proactively.

  • Attention to Detail: An obsession with accuracy in network records and documentation.
