Job Description:

  • Under the supervision of the Commissioner of Political Affairs, Peace and Security the incumbent will be leading ECOWAS networking and resource mobilisation efforts with the African Union and Development Partners. He/She will also be coordinating and facilitating project development, monitoring, evaluation and reporting on external funding and facilitate the work of internal governance bodies of the ECOWAS Peace Fund.

 

Role and Responsibilities 

  • Resource Mobilization: Engaging with internal and external stakeholders (member states, bilateral, and multilateral partners) to secure contributions, prepare funding proposals, conduct negotiations, and ensure that pledges (including the 5% Community Levy contribution) are honored.
  • Fund Management: Overseeing the receipt, processing, and reporting of funding requests for initiatives related to conflict prevention, peacebuilding, humanitarian assistance, and peacekeeping operations. This includes:
  • Processing and appraising requests from ECOWAS departments for funding.
  • Monitoring and evaluating the implementation of approved initiatives.
  • Ensuring communication and visibility of the initiatives.
  • Preparing comprehensive reports on resource utilization and implementation results for stakeholders.
  • Project Coordination: Managing and coordinating donor-funded programs and projects related to peace and security, including administrative and financial management.
  • Governance and Reporting: Serving as a key member of the Technical and Approval Committee (TAC) and reporting to the Steering Board, which oversees the fund's overall direction, priorities, and audits.
  • Capacity Building: Supporting capacity-building activities and the development of national early warning systems. 

Requirements:

  • A Master's degree in fields such as Political Science, International Relations, Peace and Security Studies, Administration, Finance, or a related discipline from a recognized University.
  • 10 years of professional experience including 2 years relevant international work and 2 years at a supervisory level.
  • Significant professional experience, over 6 years, in fund management, project management, peace and security issues, or a related area, preferably within an international public organization
  • Strong leadership, strategic planning, and management skills.
  • Excellent financial management, analytical, and communication skills.
  • Proficiency in information communication technologies (ICT).
