Job Description:

We are seeking a structurally elite and operationally rigorous Procurement Officer / Quantity Surveyor to anchor the financial immune system and material-acquisition engine of our organization. In a high-velocity construction landscape where institutional momentum is dictated by the velocity of the procurement-cycle and the precision of the cost-filter success is defined by "Fiscal Sovereignty" the ability to harmonize complex quantity-surveying estimation with the clinical precision required for Contract Negotiation, Vendor Accountability, and Project-Budget Alignment. This role is designed as an "Operational Command Center" a critical residency for an ambitious professional who can blend "Procurement Grit" (mastering the complexities of sourcing and logistics) with the "Structural Agility" required to execute High-Fidelity Project Workflows.

Requirements:

1. Fiscal Sovereignty & Cost Architecture

• Sovereignty of the Budget: Manage procurement activities and cost-estimations, acting as the primary "Source of Financial Throughput."

• Estimation Architecture: Evaluate quotations and perform comparative analyses to ensure optimal cost-effectiveness, providing the "Structural Foundation" for project profitability.

• Integrity Stewardship: Ensure 100% compliance with company standards and project specifications, ensuring the "Source of Institutional Compliance" is elite and uncompromised.

2. Vendor Governance & Relationship Logic

• Sourcing Sovereignty: Build and manage relationships with contractors, suppliers, and vendors, acting as the primary "Source of Value and Reliability."

• Contractual Architecture: Negotiate pricing, terms, and service agreements, providing the "Functional Foundation" for vendor performance and accountability.

• Integrity Stewardship: Monitor supplier performance against agreed SLAs, maintaining the "Source of Supply-Chain Continuity."

3. Operational Integrity & Performance Power

• Logistical Sovereignty: Coordinate the delivery of materials and services to project sites, acting as the primary "Source of Site-Readiness Momentum."

• Process Architecture: Utilize Procurement/Estimation Toolkits (Excel/ERP systems) to maintain accurate records and databases, providing the "Relational Foundation" for data-driven decisions.

• Velocity Logic: Utilize Quantity-Surveying expertise to accelerate the "Requisition-to-Site-Delivery" cycle, maximizing the "Source of Operational Momentum."

Qualifications and Skills:

Professional Profile

• Education: Bachelor’s Degree in Quantity Surveying (Mandatory).

• Certification: Professional membership (e.g., NIQS) is a strong competitive advantage.

• Experience: 2–5 years of relevant professional experience in procurement, construction, or project management.

• Technical Power: Deep knowledge of cost estimation, contract management, and procurement workflows; proficiency in MS Excel and relevant documentation tools.

• Aptitude: Exceptional negotiation and analytical skills; high level of integrity and extreme attention to detail.

• Mindset: Proactive, organized, and ready to maintain "Fiscal Sovereignty" in a fast-paced Abuja construction environment.
