Job Description:
We are seeking a high-velocity and strategically elite Payroll Officer to anchor the compensation engine of Lily Hospitals. In the complex healthcare environment of Delta State, success is defined by "Compensation Sovereignty", the ability to harmonize staff welfare with the clinical precision required for Payroll Reconciliation, statutory remittances, and market-aligned salary benchmarking. This role is designed for a "Fiscal Architect" with a BA/BSc/HND and 2–4 years of experience who can blend "Numerical Grit" (overseeing monthly payroll processing) with the "Analytical Agility" required to design high-performance compensation frameworks.
Requirements:
1. Framework Orchestration & Governance
Compensation Sovereignty: Develop and manage high-fidelity compensation frameworks, ensuring every salary structure acts as a "Source of Talent Retention."
Benchmarking Architecture: Conduct regular salary benchmarking and market analysis with millimetric focus, acting as the primary "Source of Competitive Positioning."
Framework Stewardship: Maintain the "Source of Internal Equity," ensuring allowances and base pay are balanced according to hospital-wide standards.
2. Operational Resilience & Reconciliation Logic
Processing Sovereignty: Oversee high-speed payroll processing and reconciliation, acting as the primary "Source of Transactional Accuracy."
Benefits Architecture: Administer HMO, pensions, and other staff allowances with clinical focus, providing the "Operational Foundation" for employee well-being.
Accuracy Stewardship: Implement "Zero-Friction" reconciliation workflows to resolve discrepancies before disbursement, maintaining the "Source of Fiscal Trust."
3. Statutory Integrity & Reporting Power
Compliance Sovereignty: Ensure 100% adherence to statutory requirements including PAYE, Pensions, and NSITF, acting as the "Source of Regulatory Security."
Reporting Architecture: Prepare high-fidelity compensation reports for management, providing the "Analytical Foundation" for budget planning and labor cost analysis.
Audit Logic: Maintain "Audit-Ready" documentation for all payroll activities, utilizing 2–4 years of HR/Payroll experience to optimize the "Source of Institutional Integrity."
Qualifications and Skills:
Professional Profile
Education: BA / BSc / HND in Human Resources, Accounting, Business Administration, or a related field.
Experience: Minimum of 2–4 years of robust experience in payroll management and compensation administration.
Location Focus: Full-time presence at the Delta State facility.
