Job Description:
We are seeking an experienced and resilient Logistics Procurement Officer to manage the end-to-end supply chain and logistics operations for our Yola office. This role is critical to our mission, requiring a professional who can maintain strict compliance with organizational policies and donor regulations while operating in a dynamic, high-stakes humanitarian environment. You will lead a logistics team, optimize supply chain performance, and ensure that our critical resources from fleet to warehouse assets are managed with total transparency and efficiency.
Requirements:
Procurement Excellence: Oversee the full procurement cycle, from receiving purchase requisitions to issuing purchase orders. Ensure all RFQs and ITBs are processed within lead times, while maintaining an updated database of reliable, vetted vendors.
Fleet & Asset Stewardship: Manage the tracking, maintenance, and documentation of all vehicles and generators. Ensure comprehensive asset management, including tracking donor value, physical location, and staff issuance/returns.
Compliance & Audit Readiness: Uphold the highest standards of transparency and anti-corruption. Maintain a rigorous filing system (O365) and ensure all processes align with the NRC Logistics Handbook and donor-specific requirements.
Market Intelligence: Conduct regular market surveys and assessments to identify cost-effective supply solutions and reliable service providers within the North-east Nigerian context.
Operational Reporting: Produce accurate weekly and monthly logistics reports. Analyze generator and vehicle cost performance to identify inefficiencies and implement corrective action plans.
Team Leadership: Supervise, mentor, and build the capacity of the logistics team, fostering a culture of collaboration, operational precision, and accountability.
Qualifications and Skills:
Education: Bachelor’s Degree in Supply Chain Management or a related field. Professional certifications (e.g., CIPS) are highly advantageous.
Experience:
Proven experience as a Logistics Officer within a humanitarian or recovery context.
Demonstrated experience managing logistics in complex and volatile environments.
Technical Skills:
Proficiency in Microsoft Office Suite.
Deep familiarity with the North-east Nigeria supply chain landscape (infrastructure, transport networks, and local dynamics).
Key Competencies:
Strategic Thinking: Ability to anticipate bottlenecks and implement practical, scalable logistics solutions.
Communication: Excellent negotiation and interpersonal skills; fluency in English is mandatory; Hausa proficiency is a significant asset.
