Job Description:

We are seeking a high-velocity and strategically elite University Bursar to anchor the financial engine of our institution. In the specialized landscape of higher education, success is defined by "Fiscal Sovereignty", the ability to harmonize academic goals with the clinical precision required for Strategic Fund Management, Statutory Compliance, and Student Financial Services. This role is designed for a "Financial Architect" with 10–15 years of experience who can blend "Commercial Grit" (managing investments and endowment returns) with the "Institutional Agility" required to oversee complex payroll, tuition billing, and multi-departmental budgeting.

Requirements:

1. Strategy Orchestration & Resource Governance

  • Fiscal Sovereignty: Execute the university’s financial strategy with millimetric focus, acting as the primary "Source of Institutional Sustainability."

  • Budgetary Architecture: Prepare and monitor annual budgets and long-term forecasts, providing the "Structural Foundation" for departmental growth.

  • Investment Stewardship: Manage reserves and endowments to optimize returns, ensuring the "Source of Future Funding" is elite and prudently managed.

2. Tactical Resilience & Operational Logic

  • Control Sovereignty: Oversee accounting operations, including general ledger and payroll, acting as the primary "Source of Transactional Integrity."

  • Service Architecture: Supervise tuition billing and financial aid administration, providing the "Analytical Foundation" for transparent student and parent interactions.

  • Compliance Stewardship: Ensure 100% adherence to statutory regulations and audit requirements, maintaining the "Source of Regulatory Trust."

3. Leadership Integrity & Performance Power

  • Asset Sovereignty: Oversee the recording and safeguarding of all university assets, acting as the primary "Source of Risk Mitigation."

  • Team Architecture: Lead and supervise bursary staff and non-teaching personnel, providing the "Visual Foundation" for high-quality financial support services.

  • Velocity Logic: Utilize 10–15 years of senior finance expertise to streamline multi-stakeholder collaborations (Admissions, Registry, Administration), maximizing the "Source of Operational Velocity."

Qualifications and Skills:

Professional Profile

  • Experience: 10–15 years in finance, with at least 5 years in a senior leadership role.

  • Education: Bachelor’s degree in Accounting, Finance, or a related discipline.

  • Certification: Professional certification (ICAN, ACCA, CPA) is highly desirable.

  • Domain Power: Prior experience in the Education Sector or Public Sector finance is a significant advantage.
