Job Description:
We are seeking a high-caliber Assistant HSE Manager to serve as a strategic pillar within our Health, Safety, and Environmental leadership team. This is a mission-critical role designed for a seasoned professional capable of bridging the gap between high-level safety strategy and frontline operational excellence.
In this position, you will serve as the deputy to the HSE Manager, ensuring the continuity of leadership and the rigorous execution of Process Safety Management (PSM) systems. You will lead technical risk assessments, oversee complex Permit to Work (PTW) systems, and drive a proactive safety culture across our LNG operations. Requirements:
1. Process Safety & Operational Risk Governance
System Oversight: Drive the implementation of PSM systems, ensuring total alignment with plant operations and high-hazard activities.
Risk Validation: Lead and validate Job Hazard Analysis (JHA), Risk Assessments, and complex Permit to Work (PTW) protocols, including SIMOPS and confined space entry.
Incident Science: Lead root cause investigations using structured methodologies to prevent recurrence and ensure organizational learning.
2. Emergency Readiness & Regulatory Compliance
Drill Coordination: Design and lead emergency response drills, ensuring that response teams and systems are perpetually "mission-ready."
Regulatory Custodianship: Ensure strict adherence to Nigerian and International regulations, including NMDPRA, ISO 45001, and ISO 14001 standards.
Environmental Stewardship: Monitor environmental performance indices, including emissions and effluents, while securing compliance with all environmental permits.
3. Leadership & Safety Culture Transformation
Leadership Continuity: Stand in for the HSE Manager during absences, providing seamless decision-making and strategic direction.
Mentorship: Coach and develop HSE Officers and Supervisors, fostering a high-performance culture and visible safety leadership on the frontline.
Performance Analytics: Monitor and report on HSE KPIs and leading indicators, preparing technical dossiers for regulatory submissions and internal audits.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s Degree in Engineering, Environmental Science, or a related technical field.
Experience: Minimum of 8 years in Oil & Gas, with at least 5 years in a supervisory or managerial capacity.
Mandatory Certification: NEBOSH International General Certificate (IGC) is required.
Preferred Credentials: NEBOSH Process Safety, ISO 45001 Lead Auditor, and membership in ISPON or COREN.
Technical & Leadership Skills
LNG Expertise: Proven experience in LNG or gas processing plant operations is essential.
Systems Mastery: Expert knowledge of SIMOPS, PTW systems, and HAZOP methodologies.
Analytical Power: Ability to analyze data trends to predict and prevent potential safety failures.
Communication: Elite interpersonal skills to engage effectively with both frontline personnel and executive stakeholders.
